The research published on this site is produced on a strictly non-partisan basis and is intended to support Members of Parliament, Parliamentaary Staff, and those engaged in public scrutine.

It is designed to compliment, not to compete with, official sources such as the House of Commons Library, Select Committee reports and statutory bodies.

 

 

How these briefings are intended to be used

The briefings available from PBS Research are written to assist with

  • Background understanding of complex or contested issues
  • Examination of constitutional, legal, or policy tensions
  • Stress-testing assumptions and identifying unanswered questions
  • Preparation for debate, correspondence, or committee work

They are not campaign documents and do not advocate for particular political outcomes.
 

Relationship to official parliamentary sources

House of Commons Library briefings and Select Committee reports remain the primary reference point for parliamentary work. The research published here is intended to sit alongside those materials by:

  • Exploring issues where official briefings are necessarily concise
  • Bringing together evidence from multiple domains in one place
  • Highlighting areas of legal or policy ambiguity
  • Examining implications for public confidence and accountability

All sources are clearly cited, and limitations are explicitly stated.
 

Format and accessibility

To respect the time pressures faced by MPs and staff:

  • Each briefing includes an executive summary
  • Headings and sectioning allow rapid scanning
  • Full references are provided in a separate annex
  • Language is neutral and suitable for cross-party use

Briefings are published as downloadable PDFs and may be shared internally for research purposes.

Commissioned research

In addition to published briefings, commissioned research may be undertaken on a case-by-case basis where the scope and purpose are clearly defined.

Commissioned work follows the same principles of independence, transparency, and separation of evidence from opinion.
